Paul advises Christians to obey authorities because they have divine mandate. In Romans 13:1-2, Paul says that every person is to be in subjection to the governing authorities because they have been established by God. Therefore, whoever resists the authority is opposing what God has established and will receive judgment upon themselves. In other words, obedience to authorities is considered obedience to God.
