Therefore, providing all the material needs of all citizens is not a function of the government as it is practically impossible for any government to provide all the material needs of all citizens. While governments can provide some basic necessities like food, water, and shelter, citizens are responsible for their own personal material needs. Hence, "provision of all the material needs of all citizens" is not a function of the government.
